2026-10-15 — Shelby states no formal UofM–Ubisoft partnership; Stephanie closes her HR review

Shelby wrote that she understood there was “no formal partnership between the University of Manitoba and Ubisoft,” reiterated that Ubisoft was outside her office's jurisdiction, and directed Tyler to an RWLE complaint for identifiable UofM individuals. The same date, Stephanie sent what she called final confirmation of her review: she found insufficient evidence of manipulation tactics and could not substantiate targeted racial abuse by individuals using UofM networks, adding that the University could not verify visitor identities.

Direct staff statements

Shelby Thomas: “It is my understanding that there is no formal partnership between the University of Manitoba and Ubisoft.”
Stephanie Fair: “there is insufficient evidence to support the allegation that the Director of the IT Department used manipulation tactics toward you.” She also wrote: “we are unable to verify the identity of any such visitors.”

Record comparison

Shelby's statement concerns a formal UofM–Ubisoft partnership. RRC's MHRC response separately calls Ubisoft an RRC industry partner. Those statements involve different institutions and do not, by themselves, contradict each other. The website logs show University-network visits; they do not identify individual visitors. Stephanie's email addresses identity and substantiation, not whether the retained web logs contain University-network requests.
